When we talk of the British Raj, one tends to forget, as you say, the disenfranchised of England, who suffered depredations at the hands of landed nobility and industry barons. Newly returned nabobs built some hideous mansions shudder, which I love to see in masterpiece theatre bbc! BBC another jewel in the crown of England, NHS being the greatest.
I was taken aback when I saw pics, late 18th early 19th century?, of desperate Irish immigrants freshly arrived in New York packed together in wire cages for transportation to rich homes to work as slaves! My colonial mindset could not accept the possibility of a white (gasp!) person as a slave. The Potato famine was a terrible tragedy which the British just brushed aside.
