It’s ridiculous to have a statue of limitations for rape, murder and other atrocities. Authorities FOUND bones and clothing ( shudder ) of children. Age of perpetrators or mental state is not cause for lenience. Clearly they knew what they were doing when they tortured and took god knows how many lives.
